This paper examines the institutional differences between the former East and West Germany and four central European transition countries (the Czech Republic, Hungary, Poland and the Slovak Republic). Using enterprise survey data, the paper shows that the quality of institutions in the former East Germany still differs from that in former West Germany. It also finds that enterprises in the transition countries have compensated for institutional deficiencies by focusing on innovation and investment in human capital.

The central European transition-accession countries experienced several periods of macroeconomic vulnerability since the end of output declines in early 1990s. Some notable periods, which resulted in a necessity to implement extensive stabilisation measures, are March 1995 in Hungary, May 1997 in the Czech Republic, and September 1998 in the Slovak Republic. We use survey data to examine new firms in Poland, Romania, Russia, the Slovak Republic and Ukraine. By measures of job growth, security of property and market development, our countries fall into two groups: an advanced group of Poland, Romania and the Slovak Republic, with the Slovak Republic falling somewhat behind the other two; and a backward group of Russia and Ukraine. Macroeconomic stability is not sufficient for private sector growth. A lack of bank finance does not seem to prevent private sector growth. More inhibiting than inadequate finance are insecure property rights.

The Czech and Slovak Customs Union (CSCU), which came into effect in January 1993, differs from regular regional trading arrangements as its goal was to minimize the economic cost of a decline in economic ties between its members rather than to set in motion the mechanism of integration. This study argues that the process of mutual adjustment triggered by the emergence of national borders is over and that integration within the CSCU, similar in depth and scope to that existing within the European Union (EU), would be a desirable policy objective.
