This report analyses the functioning of free trade agreements (FTAs) signed by Bosnia and Herzegovina (BiH) with its regional partners in the SEE Stability Pact process (Albania, Bulgaria, Croatia, Macedonia, Moldova, Romania, and Serbia and Montenegro). The objective of the study, as defined by the EPPU, was to formulate policy conclusions on enhancing the effectiveness of these FTAs.

Inflation, exchange rates and the role of monetary policy in Albania

This paper examines monetary policy in Albania during the transition period. Various channels through which monetary policy can affect prices and output are identified and their relative importance is assessed. Estimates from a vector autoregression model (VAR) of key macroeconomic variables demonstrate the weak link between money supply and inflation up to mid-2000. However, the move during 2000 from direct to indirect instruments of monetary control has been associated with greater predictability of the transmission link from money supply to inflation. The paper concludes that a move to formal inflation targeting could help promote the transparency and credibility of monetary policy, but that such a move should be introduced only when the country is ready for it.

Taxes, competition and finance for Albanian enterprises: evidence from a field study

This paper analyses the results from a survey conducted in 1999 of more than 100 enterprises in Albania. The main finding of the survey is that registered businesses regard competition from the informal sector as the most important problem they face in doing business. Unregistered firms have a significant advantage because they are able to evade the relatively high tax burden.

It focuses on how the incentives created by the different elements of the healthcare financing system affect the behavior of healthcare providers and individuals, and the resulting inefficiencies in revenue collection and expenditure containment.
