CASE-Kyrgyzstan has published the results of the World Governance Assessment for the Kyrgyz Republic. According to the report the Kyrgyz domestic stakeholders appeared to be critical on current situation and the dynamics of change in governance in the country assigning to the current governance quality a score of 2.32 on the scale from 1 (very low quality) to 5 (excellent quality).

- CER—lecture on “Global Energy Security: The Role of Russia and Central Asia States”

CER organized the next open lecture on Feb 1, 2008. This time it was dedicated to energy security issues in Eurasia. Vladimir Milov, the President of the Institute of Energy Policy (Russian Federation), was invited to lecture on the subject. <--more--> Mr. Milov talked about the following four main topics: 1) Energy security for producers, transitors, and consumers; 2) Transnational and national energy companies: comparative analysis and competitiveness; 3) Impact of political factors on energy markets and security (Iraq, Iran, Kurdistan, etc.); 4) Role of Central Asia and Uzbekistan, prospects of liquefied gas market in the world and Uzbekistan. Mr. Milov is one of the most renowned independent experts on energy policy in Russia. He is a founder of the Institute of Energy Policy—first Russian independent think-tank totally concentrated on national energy policy issues. He is also a columnist of the top Russian business daily newspaper “Vedomosti”.

The latest edition of „Polish Economic Outlook” was presented on February 6. 2008 by Dr. Maciej Krzak at the CASE headquarters. According to the publication, Polish business cycle peaked in the first half of 2007: Since then, year on year economic growth started slowing down and this trend should continue at least until Q 1st of 2008. Real GDP grew preliminary by 6.5% in 2007, i.e. above its potential rate of growth, estimated within the range of 5% to 5.5% a year.

CASE held a seminar where Yegor Gaidar was invited as a guest speaker on January 25, 2008. Dr. Gaidar is a Director of the Institute for the Economy in Transition in Moscow. In the past he held positions of Russia's former Acting Prime Minister and former Minister of Finance and Economy under President Boris Yeltsin. He is related to CASE as a member of the CASE Advisory Council. During the seminar he briefed the participants on the current state of the Russian economy.

IET held an academic council meeting on the subject “Contemporary Russian economy: trends and risks”. Yegor Gaidar, the Director of the institute presented main findings on “Conditions of the global economy and perspectives of economic policy in Russia”. In his presentation Dr. Gaidar summarized the economic development in Russia in recent years and forecasted probable economic and political problems in the coming years.

IET held a seminar entitled "Why Ukraine shows such successful economic results? " on January 31, 2008. The leading economist of the World Bank Martin Rajzner lectured on the subject. He pointed out three groups of growth factors in the Ukrainian economy: 1) a favorable conjuncture of the world market of metals, 2) presence of significant unused capacities, 3) and the process of convergence of Ukraine with the EU countries on labour productivity levels and the average salary (similarly to other economies of the Eastern Europe).

IDIS VIItorul launched new public debates entitled "Ideological Debates: The Structure and Function of the Political Ideas" on February 12, 2008. <--more--> The forum was about the political democratization of the Republic of Moldova and aimed at encouraging substantive discussions over key-policy distinctions among political actors. The forum also discussed the role and subjective perception of ideologies in transition, while providing a good background for tracking political ideas, doctrines, ideologies from populist rhetoric.

The Czech Institute of Economic Studies offers Economics and Finance Master's Programme. The degree an a two-years English language programme and is fully accredited by the Czech Ministry of Education. The programme aims at giving students a thorough grounding in both theoretical and applied economics. The degree is taught at the Charles University in Prague by members of the Institute of Economic Studies (IES). The final deadline for applications this year is April 15, 2008.

CASE social policy experts concluded a project, which studied the phenomenon of unregistered workers in Poland. The team estimates that 9.3% of all jobs in Poland are held by unregistered workers, with the majority in rural areas.

CASE held first meeting in the framework of its newest project “Cross-curricular key competences and teacher education”. The project is being led by CASE with the participation of several international experts from other European institutions . The team will measure the extent that "key competences for lifelong learning" are being implemented in primary and secondary schools across the EU-27 countries.

IDIS Viitorul launched the eleventh issue of Economic Statewatch—quarterly economic forecasting bulletin. The bulletin gives a brief review of political and economic life in 2008 in Moldova. Also, the publication presents main macroeconomic indicators for 2007 and forecasts for 2008 in Moldova.

CER organized an open lecture entitled “Islam and Transformation. Islamic Political and Legal Thought in Search of Answers to Contemporary Challenges” on January 8, 2008. Dr. Sukiainen, Professor of Law at the State University—Higher School of Economics, Moscow, lectured on the topic. Dr. Sukiainen specializes on Islamic Law, comparative law, Islamic finance, human rights, Islam in Russia and Muslim world.

- EERC Research Grant Competition - Spring 2008 Round

EERC is pleased to announce the Spring 2008 round of Economics research grant competition. The goal of the competition is to support policy-relevant research projects under five priority research areas. Grants in the amount of up to $14,000 are typically provided for up to 18 months of work. Research proposals can be submitted by individuals or small teams of CIS researchers. Young researchers and researchers based in the periphery may be offered smaller-scale development grants (up to $2,000) and training opportunities. The deadline for applications is April 25, 2008.

IET hosted a scientific seminar entitled “Gazprom reforms: intention and failure” on December 20, 2007. The President of the Institute of Energy Policy V.Milov presented his report, which was focused on the comparative analysis of the development dynamics in gas and oil sectors of the fuel and energy complex in Russia. Moreover, the report underlined slow rates in the gas sector development compared to the oil sector and specific situation in the gas sector due to the proportion of investment in this sector. The participants discussed possible ways to restructure the gas sector at the end of the meeting.
